ITEM ONE A IS RECEIVE AND DISCUSS A PRESENTATION REGARDING THE CITY OF BAYTOWN STORMWATER MASTER PLAN.OH, AND COUNCILMAN ALVARADO'S ONLINE, BY THE WAY.
OKAY, UH, SO TONIGHT, UH, WE'RE GOING TO TALK ABOUT THE SUMMARY OF RESULTS FROM OUR, UH, 2020 MASTER DRAINAGE PLAN.
AND, UH, BEFORE WE START, I WANT TO JUST MAKE A FEW INTRODUCTIONS.
UH, TONIGHT I HAVE WITH ME, UM, REPRESENTATIVE FROM DANEN BAUM ENGINEERING, THE ONES WHO, UH, COMPLETED THE STUDY.
I HAVE, UH, AL FLORES AND DORA JACOB.
IN THE, IN THE AUDIENCE HERE AND FROM CITY STAFF, I HAVE, UH, ERWIN BURDEN, THE CITY ENGINEER, AND JESUS
SO, GO AHEAD AND GET INTO OUR AGENDA.
THIS IS WHAT WE'RE GONNA TALK ABOUT TONIGHT.
SO, OUR OBJECTIVES, OR THE OBJECTIVES OF THE STUDY WAS TO FIRST UNDERSTAND THE EXISTING DRAINAGE SYSTEM AND PATTERNS, AND THEN PUT THAT INTO A COMPUTERIZED MODEL SO THAT, UM, THEY COULD UNDERSTAND THE EFFECTS OF DIFFERENT TYPES OF IMPROVEMENTS AND HOW THAT WOULD, UH, AFFECT OUR DRAINAGE.
AND THEN FINALLY, TO IDENTIFY DRAINAGE IMPROVEMENTS THAT COULD BE IMPLEMENTED, UH, AND IMPROVE OUR DRAINAGE WITHIN THE CITY.
SO MOST, UH, MOST MASTER PLANS THAT I'VE SEEN FOCUS ON HIGH LEVEL, UH, STUDIES AND JUST LOOK AT REGIONAL PROJECTS AND DETENTION.
BUT, UH, YOU KNOW, WHEN WE HIRED DANEN BAUM, OUR, MY INSTRUCTIONS WERE THAT I WANTED SOMETHING A LOT MORE USABLE AND SOMETHING THAT WOULD TRANSLATE EASILY INTO, UH, CAPITAL IMPROVEMENT PROJECTS THAT, UH, WE COULD, YOU KNOW, FEED INTO OUR CIP.
SO, OUR CIP PRIOR TO, YOU KNOW, 2020 DIDN'T HAVE REALLY ANY DRAINAGE PROJECTS INCLUDED.
AND SO WE DO HAVE DRAINAGE ISSUES, AND SO WE WANTED TO IDENTIFY, YOU KNOW, THE IMPROVEMENTS NEEDED AND HOW BEST TO ADDRESS THOSE.
AND WE WANTED A MASTER PLAN THAT WAS USABLE AND WOULD, YOU KNOW, LEAD INTO OUR CIP.
SO, SO IT IS A LITTLE BIT MORE LABOR INTENSIVE THAN OTHER STUDIES.
UH, BUT, UH, LIKE I SAY, DANEN BAUM DID A GREAT JOB, AND, UM, THEY GAVE US A GOOD PRODUCT.
SO THE EVALUATION PROCESS THEY WENT THROUGH IS, UH, FIRST THEY MET WITH CITY STAFF AND WENT THROUGH AND CHOSE THE AREAS TO, TO FOCUS ON BASED ON KNOWN FLOODING PROBLEMS. AND SO, UH, PEOPLE LIKE, UH, YOU KNOW, UH, CHEWY AND OUR OTHER DRAINAGE STAFF MET WITH DANEN BAUM AND DISCUSSED ALL THE AREAS OF TOWN THAT WE HAVE RECURRING PROBLEMS. AND THEN, UM, THEN WE WENT INTO, UH, THE STUDY ITSELF.
UH, UH, DURING 2020, YOU'LL REMEMBER THAT WE UPDATED OUR DRAINAGE ORDINANCE AND OUR FLOODPLAIN ORDINANCE.
AND SO THIS CHANGED SOME OF THE WORK THAT THEY HAD TO DO.
AND I, I LIKE TO GIVE CREDIT TO DANEN BAUM.
THEY HAD TO REDO SOME WORK AND UPDATE SOME THINGS THAT THEY HAD ALREADY DONE, UH, BASED ON THE NEW ORDINANCES.
AND, YOU KNOW, THEY DID THESE WITHOUT ANY CHARGES TO THE CITY.
SO I DO APPRECIATE THEIR, YOU KNOW, UH, DETERMINATION AND GETTING THROUGH THAT, UH, WITH US AND GIVING US A GOOD PRODUCT.
UH, SO NEXT WE, THEY ALSO, UH, LOOKED AT THE PROPOSED CONDITIONS AND, UM, YOU KNOW, DETERMINED SOME PROJECTS AND, AND WHAT WOULD BE BEST TO ALLEVIATE THE DRAINAGE PROBLEMS. UH, AND THESE WERE ALL DONE WITH THE NEW STANDARDS THAT WERE ADOPTED.
THEY'RE INCLUDED ATLAS 14 RAINFALL DATA, AS WELL AS OUR REVISED DRAINAGE CRITERIA, WHICH IS, UH, FOR A FIVE YEAR STORM EVENT TO BE INCLUDED IN THE PIPE OR BELOW THE TOP OF THE PIPE.
AND AS A RESULT, THEY LOOKED AT 21 SYSTEMS. 20 OF THE 21 SYSTEMS DID REQUIRE SOME LEVEL OF IMPROVEMENT.
UH, SO THIS IS A MAP JUST SHOWING SOME OF THE RECURRING DRAINAGE, UH, PROBLEM AREAS.
AND, UH, YOU NOTICE IT, IT'S A HEAT MAP SHOWING SOME OF OUR COMPLAINTS.
YOU'LL NOTICE THAT WE HAVE WEST BAYTOWN, UH, DANINA FAIL, JAMES AND NORTH

ALEXANDER, UH, WHICH ARE ALL RECURRING DRAINAGE PROBLEMS. AND SO THESE WERE SOME OF THE AREAS THAT WE HAD THEM FOCUS ON AS A RESULT OF THEIR WORK.THEY, UH, CATEGORIZED EACH OF THE 21 SYSTEMS AS TO DIFFERENT PRIORITIES BASED ON, UH, THE LEVEL OF PONDING WITH THE, YOU KNOW, WITH A TWO YEAR STORM EVENT.
AND SO, IF, UM, THE PONDING WAS GREATER THAN, UH, ONE FOOT BEYOND THE RIGHT OF WAY WITH A TWO YEAR STORM EVENT, THEN IT WAS CATEGORIZED AS A HIGH PRIORITY SYSTEM.
THE PRIORITY SYSTEMS HAD FROM ZERO TO ONE FOOT OF PONDING WITHIN THE RIGHT OF WAY.
AND THEN THE LOWER PRIORITY SYSTEMS DIDN'T HAVE ANY PONDING IN THE RIGHT OF WAY, BUT THEY DID HAVE IT WITHIN THE RIGHT OF WAY, WHICH COULD CAUSE MOBILITY ISSUES AND OTHER THAN STRUCTURAL FLOODING.
SO YOU SEE, WE, WE ENDED UP WITH THREE HIGH PRIORITY, SEVEN PRIORITY AND 10 LOW PRIORITY.
AND THEN MOVING TO THE HIGH PRIORITY SYSTEMS, THERE WAS, UH, THREE OF THOSE.
AND, UH, THE DANINA AREA WAS A LARGE AREA THAT, UH, WAS A HIGH PRIORITY.
UH, WEST BAYTOWN HAS TWO, UH, ADJACENT AREAS THAT WERE ALSO HIGH PRIORITY.
AND SO THESE SYSTEMS WERE STUDIED AND CAPITAL PROJECTS WERE DEVELOPED TO ADDRESS THE, THE ISSUES WITHIN EACH SYSTEM.
SO, JUST ORIENT YOU TO THE MAP HERE, UH, AND I'LL HAVE A MAP FOR EACH OF THE AREAS THAT WE'LL TALK ABOUT.
UM, THE KIND OF BLUISH GREEN SHADED AREA REPRESENTS THE, UH, THE A HUNDRED YEAR FLOODPLAIN.
THE, UM, THE ORANGE SHADED AREA REPRESENTS THE 500 YEAR FLOODPLAIN.
UH, THE PIPE IMPROVEMENTS THAT ARE PROPOSED ARE SHOWN IN THE, THE BOLD LINES, SO THE, THE PURPLE, THE ORANGE, AND THE GREEN, AND THEN THE, THE DASHED LINE SHOWS, UH, CHANNEL IMPROVEMENTS.
AND THEN THERE'S A, THE THINNER BLUE LINE SHOW, UH, PROPOSED LOCATIONS FOR DETENTION PONDS.
SO THAT'S, UH, HOW EACH OF THE MAPS ARE LAID OUT.
UM, AND LIKE I SAID, THE FIRST SYSTEM IS DANINA.
IT'S BY FAR THE LARGEST AND MOST EXPENSIVE, UH, SYSTEM FOR IMPROVEMENTS.
IT INCLUDES, UM, IT'S BROKEN INTO THREE DIFFERENT PHASES.
FIRST PHASE WOULD INCLUDE CHANNEL IMPROVEMENTS, UH, WHICH IS SHOWN THERE IN THE DARK, UM, PURPLE DASH LINE.
AND THAT IS A HARRIS COUNTY FLOOD CONTROL, UH, CHANNEL.
UH, IT INCLUDES A DETENTION POND AND, UM, A TRUNK LINE, WHICH IS THE, THE DARK PURPLE LINE THERE.
UM, WE DID SUBMIT THIS AREA FOR FUNDING UNDER CDBG LAST FALL.
UM, HOWEVER, I WILL TELL YOU THE, THAT WAS DURING THE PROCESS OF THE MASTER PLAN.
WE DIDN'T HAVE FINAL NUMBERS, UH, AND THAT WAS BEFORE THE, UH, ORDINANCE CHANGED TO INCREASE THE STANDARDS.
SO WHAT WE SUBMITTED ON THE GRANT IS LESS THAN THE COST HERE, AND IT CAN BE SIGNIFICANT.
SO IF WE DO GET THE GRANT, WE'LL HAVE TO LOOK AT SOME PARTNERSHIP, UH, OPPORTUNITIES THAT, THAT MAY EXIST WITH HARRIS COUNTY, ESPECIALLY, UH, CONSIDERING THAT PART OF THE IMPROVEMENT, IT INCLUDES THEIR CHANNEL.
SO, UM, THAT'S WHERE WE'RE AT ON THAT, THAT, UM, GOING AND, AND YOU SEE, LIKE I SAID, THE COST THERE IS, IS PRETTY EXTENSIVE.
UM, NOW I WANNA SHOW YOU WHAT, BASICALLY WHAT HAPPENS WHEN WE DO THE IMPROVEMENTS.
SO YOU SEE, YOU HAVE TWO DIFFERENT MAPS HERE.
THE MAP ON THE LEFT SHOWS THE DEPTH OF PONDING WITH THE A HUNDRED YEAR STORM EVENT UNDER EXISTING CONDITIONS.
AND THE, THE LIGHTER COLORS, OR THE LIGHTER SHADING IS, UH, MORE SHALLOW WATER.
UH, AS THE SHADING GETS DARKER, THE, THE DEPTH OF THE WATER WOULD BE INCREASING AND THE MAP ON THE RIGHT SHOWS WHAT THE, UM, THE PONDING WOULD BE LIKE UNDER THE PROPOSED IMPROVEMENTS.
AND, UM, SO THIS, THESE ARE ONLY ESTIMATES, UM, BECAUSE AT THIS STAGE, WE'RE JUST IN THE MODEL PHASE AND WE DON'T HAVE REALLY ACCURATE DATA, UH, THAT WOULD BE PROVIDED WITH A SURVEY.
SO ONCE WE GO TO FINAL DESIGN, WE WOULD GET A SURVEY AND HAVE MUCH MORE ACCURATE DATA.
AND SO THE, YOU KNOW, THE BENEFITS WOULD BE MUCH MORE CLEARLY DEFINED.
BUT YOU'LL SEE, YOU'LL NOTICE THAT, YOU KNOW, EVEN WITH THE

IMPROVEMENTS AND YOU KNOW, THE, THE MONEY, EXTENSIVE AMOUNT OF FUNDS THAT ARE SPENT, THERE'S STILL SOME AREAS THERE THAT WOULD HAVE SOME PONDING.AND, YOU KNOW, TO GET TO NO PONDING OUTSIDE THE RIGHT OF WAY WOULD BE PROBABLY AN EXPONENTIAL COST.
SO THAT'S JUST SOMETHING TO, UH, BE AWARE OF.
UM, BUT YOU NOTICE THAT IT IS A SIGNIFICANT BENEFIT.
BUT JUST WANTED TO MAKE YOU AWARE THAT, YOU KNOW, THE, ESPECIALLY THE AREA DOWNSTREAM NEAR THE CHANNEL THAT WOULD STILL POSSIBLY HAVE SOME ISSUES.
AND I'VE KIND OF DONE, UH, I HAVE A, A CROSS SECTION HERE THAT SHOWS SOME OF THE ISSUES WITH THIS AREA.
UM, SO THE, THE BLUE DASH LINE AT THE TOP REPRESENTS THE, UM, THE PONDING OR THE WATER LEVEL WITH THE A HUNDRED YEAR, UH, FLOOD, GIVEN THE EXISTING CONDITIONS.
THE, THE PURPLE LINE REPRESENTS THE DECREASE AND THE LEVEL WITH THE, UH, PROPOSED IMPROVEMENTS.
AND SO YOU SEE, WE GET A DECREASE.
HOWEVER, JUST BASED ON HOW THE HOUSES WERE CONSTRUCTED, UH, THESE ARE ALL VERY, WERE BUILT VERY LOW.
UH, THEY WEREN'T BUILT UP AT ALL.
AND SO THERE YOU CAN SEE THAT THERE COULD POTENTIALLY STILL BE SOME FLOODING EVEN WITH THE IMPROVEMENTS.
UM, AND THIS JUST KIND OF HIGHLIGHTS THE, UH, THE REASON FOR US GOING TO THE NEW ORDINANCES THAT REQUIRE, UH, YOU KNOW, THE HOUSES TO BE ELEVATED OUT OF THE FLOODPLAIN.
UH, MOVING ON TO THE NEXT AREA, THIS IS WEST BAYTOWN, AND WE'VE COMBINED THOSE TWO DRAINAGE AREAS ONTO ONE MAP, UM, AND BROKEN THE IMPROVEMENTS INTO DIFFERENT PHASES.
SO PHASE ONE WOULD JUST BE THE TRUNK LINE GOING DOWN OKLAHOMA.
AND THIS WAS SUBMITTED FOR, UH, FUNDING UNDER HARRIS COUNTY PARTNERSHIP GRANT WE APPLIED FOR IN JANUARY.
SO WE'RE STILL WAITING TO HEAR ABOUT THAT.
AND IF WE RECEIVE THAT, OF COURSE, UM, I THINK THAT THAT'S A 50%, UM, GRANT.
SO WE WOULD STILL HAVE SOME PARTICIPATION.
UM, THEN MOVING ON TO, UH, JUST THE COMPARISON, LIKE, LIKE WE DID ON DANINA, YOU CAN SEE ON THE LEFT THE LEVEL OF PONDING UNDER EXISTING CONDITIONS.
AND THEN ON THE RIGHT, UH, IT HAS IMPROVED CONDITIONS WITH THE PROPOSED SYSTEM.
THEN MOVING ON TO THE PRIORITY SYSTEMS, UH, WE HAVE SEVEN OF THOSE, AND THOSE ARE LISTED THERE ON THE MAP.
I'LL GO THROUGH EACH OF THOSE IN THE SAME MANNER.
SO THE JAMES AREA DRAINAGE IMPROVEMENTS, IT INCLUDES, UH, DETENTION, AND THAT DETENTION IS SHARED WITH DANINA.
UH, ALTHOUGH THE COSTS FOR EACH SYSTEM ARE SHOWN ON THE SLIDE WITH THAT, UH, SYSTEM.
SO, UH, WHATEVER DETENTION IS REQUIRED FOR THAT AREA, UH, THE COST IS INCLUDED IN THERE.
ALTHOUGH THE DETENTION WOULD BE LOCATED IN THE SAME PLACE, WE WOULD JUST EXCAVATE HOW MUCH YOU NEED FOR THAT PARTICULAR PROJECT.
UH, OTHER IMPROVEMENTS INCLUDE SOME STRONG DRAINAGE PIPE.
AND SO YOU SEE HERE, AGAIN, A COMPARISON OF THE EXISTING AND PROPOSED CONDITIONS, UH, WITH SOME, I THINK, UH, UNDER THE PROPOSED CONDITION IS IT IS, UH, MORE SHALLOW, SO, UM, NOT QUITE AS, AS BAD.
THEN MOVING ON TO THE NAR SEAL AREA, UH, THAT'S A DETENTION SYSTEM SHARED WITH THE VINE AREA.
IT WOULD INCLUDE SOME CHANNEL IMPROVEMENTS AND STORM DRAINAGE PIPE.
AND THEN A COMPARISON IS SHOWN HERE BETWEEN EXISTING AND PROPOSED.
MOVING ON TO THE VINE AREA, WE'VE GOT SHARED DETENTION AND THEN SOME STORM DRAINAGE, UH, IMPROVEMENTS.
AND THIS IS A SMALLER AREA, UH, AND I THINK MOST OF THAT PONDING IS, UH, MAINTAINED WITHIN THE RIGHT OF WAY.
MOVING ON TO THE ALEXANDER AREA, UH, NORTH ALEXANDER.
SO THIS ONE HAS, UH, DETENTION AND STORM DRAINAGE IMPROVEMENTS.
AND ON THIS SYSTEM, UH, THIS WAS ANOTHER ONE WE SUBMITTED UNDER A-C-D-B-G GRANT LAST FALL.
SO WE'RE WAITING TO HEAR IF WE'VE GOTTEN THAT GRANT.

AND YOU CAN SEE THE, UH, EXISTING AND PROPOSED CONDITIONS WITH THE A HUNDRED YEAR STORM.MOVING ON TO THE WEST MAIN AREA, IT INCLUDES, UH, DETENTION AND STORM SEWER IMPROVEMENTS.
AND AGAIN, YOU SEE THE, THE CHANGE UNDER THE EXISTING AND PROPOSED CONDITIONS.
UH, THE NEXT SYSTEM IS ROLLING BROOK FROM GARTH TO MAIN.
YOU SEE THERE THAT IT IS MUCH IMPROVED UNDER THE PROPOSED CONDITIONS.
AND THEN I THINK THE LAST SYSTEM HERE IS NORTH MAIN AT, UH, STATE HIGHWAY 1 46, WHICH INCLUDES DETENTION AND STORM SEWER UPGRADES.
AND YOU SEE THE COMPARISON WITH THE EXISTING AND PROPOSED.
AND SO THE REMAINDER OF THE SYSTEMS ARE LISTED AS LOW PRIORITY SYSTEMS. UM, SO THESE ARE ONES WHERE THE, THE PAWNING IS CONTAINED WITHIN THE RIGHT OF WAY.
SO IN SUMMARY, THERE WERE 20 PROJECTS IDENTIFIED.
UH, THREE PROJECTS WERE HIGH PRIORITY EIGHT, UH, I THINK THAT SHOULD BE SEVEN PRIORITY AND 10 LOW PRIORITY.
UH, ALL WILL HAVE, YOU KNOW, PROPOSED STORM SEWER IMPROVEMENTS.
UH, THAT WOULD CAPTURE THE FIVE YEAR EVENT.
AND FOR THE MOST PART, THE A HUNDRED YEAR EVENT WOULD BE CONTAINED WITHIN THE RIGHT OF WAY.
SO THE NEXT STEPS ARE TO IDENTIFY FUNDING SOURCES FOR ALL THESE PROJECTS, UH, TO SEEK OPPORTUNITIES FOR RIGHT OF WAY.
SO NOW THAT WE'VE IDENTIFIED DETENTION REQUIRED, SO IF WE HAVE VACANT LAND, IT'S BETTER TO TRY TO PURCHASE THAT, UH, PROPERTY FOR THE DETENTION NOW BEFORE IT DEVELOPS.
AND SO WE WILL START TO PUT SOME OF THOSE THINGS WITHIN THE CIP JUST ACQUISITION OF RIGHT OF WAY FOR DETENTION.
AND OF COURSE WE'LL COORDINATE WITH HARRIS COUNTY FLOOD CONTROL ON ANY OF OUR PROJECTS.
SO THAT CONCLUDES THE PRESENTATION.

THE CIP IN THE PAST HAS NEVER HAD MAJOR DRAINAGE ISSUES AND, AND YOU LOOK AT THE NUMBERS, IT SHOULD HAVE ALWAYS BEEN THERE, RIGHT? YOU GO BACK TO THE OVERALL GENERAL MAP, AND I WAS TEASING ANOTHER COUNCIL PERSON HERE.
DISTRICT SIX IS ABOUT TWO THIRDS OF THAT MAP, RIGHT? SO I'M APPRECIATIVE THAT YOU'RE CONCENTRATING ON SOME OF THOSE ISSUES.
MY CONCERN IS, UM, THAT THE NUMBERS ASSOCIATED WITH THOSE AREAS ARE HUGE, WHICH THEY ARE.
WHICH TYPICALLY MEANS MEANS THEY'RE GONNA GET PUSHED FURTHER AND FURTHER BACK.
WELL, THAT'S WHY WE'RE TRYING TO SEEK OUTSIDE FUNDING.
AND BECAUSE YOU LOOK AT A LOT OF THOSE AREAS, EVEN WITH SPENDING ALL THAT MONEY, WE'RE STILL GOT SIGNIFICANT FLOODING.
AND, AND THAT'S WHAT I'VE BEEN TALKING TO RICK ABOUT AS WELL AS YOU, UM, MAINLY RICK, THAT THAT, YOU KNOW, DISTRICT SIX, DISTRICT TWO AND DISTRICT ONE ALL WE'RE AT THE BOTTOM END AND WE COLLECT ALL THE WATER FROM EVERYBODY ELSE.
IT'S GOTTA START GOING SOMEWHERE.
