Consider ordering the Director of Civil Service to conduct an election regarding a revised alternate promotional system and to submit the revised promotional system to all sworn police officers in the Baytown Police Department. ] BUSINESS ITEM INCLUDES CONSIDER ORDERING THE DIRECTOR OF CIVIL SERVICE TO CONDUCT AN ELECTION REGARDING A REVISED ALTERNATE PROMOTIONAL SYSTEM AND TO SUBMIT THE REVISED PROMOTIONAL SYSTEM TO ALL SWORN POLICE OFFICERS IN THE BAYTOWN POLICE DEPARTMENT. OKAY. CONDITION. UM, JUST TO GIVE YOU THE BACKGROUND ON THIS ITEM, SO AS Y'ALL ARE AWARE, FOR OUR POLICE DEPARTMENT, WE HAVE AN ALTERNATE PROMOTIONAL SYSTEM IN PLACE. WE CONDUCTED THAT BACK AT THE END OF 2019. WHEN THAT WAS OVER, UM, THE HUMAN RESOURCES TEAM DEBRIEFED THAT EVENT AND KIND OF WAS DOING A PROCESS IMPROVEMENT. SHORTLY AFTER THAT, THE ASSOCIATION IN ONE OF THEIR MEETINGS, UM, TOOK A VOTE ON WANTING TO DISCUSS UPDATING, CHANGING THAT ALTERNATE PROMOTIONAL SYSTEM. THERE WERE SOME ISSUES AND THINGS. IT'S BEEN THE SAME THING FOR MANY, MANY YEARS. UM, AND SO THEY APPROACHED, UM, MYSELF TO ASK WHETHER OR NOT WE WOULD BE WILLING TO ENGAGE IN CONVERSATIONS ABOUT THAT. UM, WE STARTED THAT, OBVIOUSLY WE GOT DELAYED IN 2020, BUT PICKED IT BACK UP. AND WE HAVE, UM, THE HUMAN RESOURCES TEAM, WE HAD A COMMITTEE FROM, UH, THE POLICE ASSOCIATION, POLICE DEPARTMENT, AS WELL AS A SUBCOMMITTEE, UM, OF, SO THE COMMITTEE WAS FIVE PEOPLE. THE SUBCOMMITTEE WAS 10 PEOPLE THAT INCLUDED OUR CHIEF. HE HAS BEEN ON BOARD THROUGH THIS ENTIRE PROCESS. AND SO WE HAVE ARRIVED AT THE POINT THROUGH MANY MEETINGS, MANY EXERCISES OF COMING UP WITH A NEW PROMOTIONAL PROCESS. THE NEXT STEP IS THE MEMBERSHIP HAS TO VOTE ON THAT, AND IN ORDER TO DO THAT, 1 43 IS VERY CLEAR THAT THE COMMISSION HAS TO ORDER THE DIRECTOR TO TAKE THE VOTE. UM, SO THAT'S KIND OF WHY WE'RE HERE. AND SO ONCE, UM, WE DO THIS, WE WILL THEN GO THROUGH THE PROCESS. YOU HAVE TO POST FOR 30 DAYS. THEY'LL TAKE THE VOTE AND THEN WE WILL HAVE TO COME BACK TO THE COMMISSION. YOU WILL HAVE TO CANVAS THE VOTES, AND THEN WE WILL HAVE TO UPDATE THE RULES IF ALL THOSE THINGS ARE APPROVED. SO, UM, AND THEN WE WILL BEGIN OUR PROMOTIONAL PROCESS THAT Y'ALL ARE FAMILIAR WITH THE WRITTEN EXAM, HAVING THOSE APPEAL HEARINGS, AND THEN WE'LL MOVE INTO THE, UM, PROMOTIONAL ASSESSMENT CENTER AND THEN AFTER THAT, ANOTHER COMMISSION MEETING, UM, TO APPROVE THE FINAL LIST. BUT, UM, LIKE I SAID, WHAT KIND OF GOT US HERE TODAY WAS THIS COLLABORATIVE EFFORT TO CHANGE THE SYSTEM. AND NOW WE'RE READY TO PRESENT THAT TO A VOTE, BUT WE NEED YOUR ORDER. SO WHAT, WHO'S THE MEMBERSHIP THAT YOU REFER TO THAT HAD TO VOTE ON THAT? THE, THE, THE POLICE ASSOCIATION. SO IT'S THE MEMBERSHIP OF THE DEPARTMENT, WHICH IS KIND OF, MOST OF THE DEPARTMENT BELONGS TO THE ASSOCIATION, BUT THIS IS SPECIFIC TO THE MEMBERSHIP OF THE DEPARTMENT. SO THE DEPARTMENT WILL BE VOTING ON IT, AND IT'S THE SWORN, UM, MEMBER. SO LIKE THE CLERICAL STAFF AND ALL THOSE OTHER PEOPLE ARE NOT, IT'S JUST THE MEMBERS THAT ARE COVERED UNDER CIVIL SERVICE 1 43. SO OUR POLICE OFFICERS. AND WHEN YOU SAY ALL ALTERNATE SYSTEM, WHAT IS YES. DEFINE THAT FOR ME PLEASE. SURE. SO 1 43 CALLS FOR PROMOTIONS TO BE DONE BY TEST ONLY. OKAY. THEY CAN ELECT TO HAVE AN ALTERNATE PROMOTIONAL SYSTEM, WHICH FOR US, THAT MEANS WE HAVE AN ASSESSMENT CENTER THAT, UM, INCLUDES VARIOUS EXERCISES. SO IN THE PAST WE'VE HAD A LEADERLESS GROUP, AN INTERVIEW, A ROLE PLAY, AN IN BASKETS EXERCISE. SO THEY KIND OF COME ON A PARTICULAR DAY, THEY DO ALL THESE DIFFERENT THINGS TO SHOW THEIR SKILLS, AND, AND WE HAVE OUTSIDE ASSESSORS FROM OTHER POLICE DEPARTMENTS COME IN AND DO THAT. AND SO THAT'S THE ALTERNATE PROMOTIONAL [00:05:01] PORTION. WE STILL HAVE TO GIVE THE WRITTEN TEST. SO WE STILL DO THAT. AND THEN WE'LL HAVE THE ALTERNATE PROMOTIONAL SYSTEM. UM, WE'VE ADDED IN SOME NEW EXERCISES, CHANGED SOME THINGS, TAKEN SOME THINGS OUT, THAT SORT OF THING. SO THAT, SO IT'S A TWO PART PROMOTIONAL PROCESS. SO YOU HAVE THE WRITTEN AND THEN THE ALTERNATE PROMOTIONAL SYSTEM. SO THE 1 43 IS THE, UH, IS THE WRITTEN, IS THE WRITTEN ONLY, RIGHT. 1 43. OKAY. AND, WELL, IT'S WRITTEN ONLY, BUT IT PROVIDES FOR THAT YOU CAN HAVE AN ALTERNATE PROMOTIONAL SYSTEM IF THEY GO THROUGH AN ELECTION AND IF THE SWORN OFFICERS VOTE FOR THE ALTERNATE PROMOTIONAL SYSTEM. SO THAT'S OCCURRED MANY, MANY YEARS AGO, AS CAROL SAID. SO WE DO HAVE THE ALTERNATE PROMOTIONAL SYSTEM. NOW THERE'S BEEN SOME ISSUES WITH THAT, AND THERE'S BEEN SOME DESIRE TO SEE SOME CHANGES TO THAT. SO 1 43 REQUIRE THAT ALLOWS YOU TO HAVE BOTH. SO, WHICH IS THE DEFAULT SYSTEM RIGHT NOW, IF WE DON'T DO ANYTHING, WHICH, WHICH SYSTEM WILL, WILL PREVAIL? WE WOULD KEEP THE ALTERNATE PROMOTIONAL SYSTEM AS IT IS CURRENTLY WRITTEN, WHICH INCLUDES, WHICH INCLUDES SOME WRITTEN, WRITTEN CHALLENGES, WRITTEN TESTS, ASSESSMENTS, EXERCISES. RIGHT. SO OUR CURRENT SYSTEM IS THE WRITTEN AND THEN OUR ALTERNATE PROMOTIONAL SYSTEM, THE ASSESSMENT CENTER. IF WE DON'T, IF Y'ALL DON'T APPROVE, YOU KNOW, DON'T ORDER ME TO TAKE A VOTE, OR IF Y'ALL DO AND THE VOTE FAILS, EITHER ONE OF THOSE MEANS WHAT'S CURRENTLY IN PLACE, STAYS IN PLACE. AND NOW WHAT? AND THERE WAS JUST SOME LIKE TWEAKING TO WHAT THE ALTERNATE IS CURRENTLY? THAT'S WHAT WE'RE ASKING. YES. YOU'RE ASKING US TO, OKAY, SO IT'S NO, NO BIG CHANGES, BUT IS SOME TWEAKS TO THE YEAH, SO, UM, PART OF IT IS ADDING IN SOME NEW EXERCISES. SO LIKE I SAID, THEY HAD THE IN BASKET, THE LEADERLESS GROUP, A GRAPHICAL BIO BIOGRAPHY, A PRESENTATION KIND OF THING. SO IT'S CHANGING SOME OF THOSE TO DO OTHER THINGS LIKE, UM, A PORTFOLIO, UM, A CASE STUDY. SO IT'S JUST KIND OF CHANGING SOME OF THOSE EXERCISES. UM, AND THEN ALSO THEY ARE, UM, WE'RE LOOKING AT THEN CHANGING SOME OF THE SCORING TO REBALANCE HOW THAT'S DISTRIBUTED. I SEE. OKAY. SO IT'S, IT'S STILL THE BASICS OF WHAT HAS EXISTED. IT'S NOT A COMPLETE AND RADICAL DEPARTURE FROM THAT FOR THE OKAY. YEAH. SO THAT, THAT'S WHAT THEY'RE LOOKING AT DOING. OKAY. SO LIKE A ROLE PLAY HAS EXISTED, A ROLE PLAY WILL CONTINUE TO EXIST, AN INTERVIEW HAS EXISTED THAT WILL CONTINUE TO EXIST. UM, BUT LIKE A FEW OTHER THINGS ARE GONNA BE DIFFERENT. SO INCLUDING THE, THE ASSESSORS AND HOW RIGHT? YES. UM, YEAH. SO THERE'S SOME CHANGES IN HOW WE GET ASSESSORS. UM, BEFORE IT WAS DRIVEN MORE INTERNALLY AND WITH A VOTE, AND WE ARE PROPOSING TO CHANGE THAT SO THAT OUR CONSULTANT WHO RUNS OUR ASSESSMENT CENTERS IS RESPONSIBLE FOR THAT. IT ALSO WOULD INCLUDE SOME LANGUAGE ON HOW AND WHERE WE, UH, GET OUR ROLE PLAYERS, OUR ACTORS TO COME IN. SO THERE'S SOME THINGS LIKE THAT, THAT ARE ALSO IN THERE. UM, AND, AND THE WHOLE EFFORT WAS JUST TO CONTINUE TO ENSURE THAT WE WERE KEEPING THINGS UPDATED, BUT MAKING SURE IT WAS KIND OF AS FAIR AND EQUAL AND, YOU KNOW, EVERYBODY'S HAVING THE SAME CHANCE AND A LOT OF THOSE THINGS JUST TO MAKE SURE THAT THE CANDIDATES WHO COME IN FEEL COMFORTABLE IN WALKING THROUGH THAT PROCESS AND THAT EVERYBODY KIND OF GOT THE FAIR SHAKE. HOW DO WE GET THERE, KIND OF THING. HUMAN RESOURCES, WE WORKED WITH THEM TO KIND OF LEAD THEM THROUGH ALL OF THOSE DISCUSSIONS. UM, WE ALSO, OF COURSE MADE RECOMMENDATIONS. WE ALSO WORKED WITH THE CONSULTANT AS WE GOT CLOSER TO [00:10:01] KIND OF WHAT THIS MIGHT LOOK LIKE AND TALKED WITH THE CONSULTANT, OKAY, ARE THESE GOOD IDEAS, VIABLE IDEAS? CAN THEY WORK? HAVE YOU USED THEM? THAT SORT OF THING. SO WHAT IS GOING TO HAPPEN IS THEY'RE GOING TO, A VOTE WILL BE, HERE'S THE NEW SYSTEM, YES OR NO. SO WE'RE NOT GONNA GET EVERYBODY'S FEEDBACK. WE'VE KIND OF DONE THAT AND IT, AND AT CERTAIN POINTS WE WENT BACK TO REALLY THE WHOLE DEPARTMENT AND GOT FEEDBACK FROM THEM AT TWO, AT LEAST TWO POINTS ALONG THE WAY. SO THEY HAVE BEEN AWARE OF WHAT'S GOING ON. THEY HAVE BEEN KEPT IN, INFORMED, AND ALSO HAD SOME FEEDBACK. OKAY. SO IT'S NOT STILL, IT'S NOT STILL A FLUID SITUATION. IT'S PRETTY, IT'S PRETTY SET. RIGHT. SO NOW WE'RE REALLY AT THAT POINT WHERE WE FEEL LIKE WE HAVE PUT TOGETHER THE RIGHT STUFF, , YOU KNOW, THE RIGHT EXERCISES, THE RIGHT THINGS, AND SO NOW THEY'RE GOING TO VOTE ON THAT.
