THIS IS A SPECIAL MEETING OF THE BAYTOWN CITY COUNCIL.
[a. Consider a resolution authorizing (i) the publication of the Notice of Intent to issue Certificates of Obligation for the convention center facilities and related infrastructure and (ii) advanced funding.]
WE HAVE ITEM ONE A CONSIDERED RESOLUTION AUTHORIZING THE PUBLICATION OF THE NOTICE OF INTENT TO ISSUE CERTIFICATES OF OBLIGATION FOR THE CONVENTION CENTER FACILITIES AND RELATED INFRASTRUCTURE AND ADVANCED FUNDING.UM, SO I'D LIKE STAFF MAYBE TO GIVE A GENERAL SYNOPSIS OF I GUESS, WHY WE'RE GOING THROUGH THIS ONCE AGAIN.
AND, UM, JUST SO THAT THE GENERAL PUBLIC WILL BE MADE AWARE AND WE HAVE TWO NEW COUNCIL MEMBERS SINCE THEN.
SO IT'D BE OBVIOUSLY GREAT FOR THEM TO BE AWARE OF THAT ALSO.
UH, AS SOME OF YOU WILL REMEMBER ON THE 18TH OF NOVEMBER, 2019, UH, THE CITY COUNCIL, UH, AGREED TO ISSUE COS OF 20.5 MILLION IN RESPECT OF THE HOTEL AND CONVENTION CENTER PROJECT.
UM, IT IS NOW NECESSARY TO REAFFIRM THAT COMMITMENT.
UH, THE FIGURE OF 20.5 REMAINS AS BEFORE, UH, THERE ARE NO OTHER, UH, DEBT OBLIGATIONS BEING TAKEN ON BY THE CITY IN RESPECT OF, UH, THIS PROJECT.
UH, THE OTHER PIECE OF CLARIFICATION I'D LIKE TO GIVE IS THAT, UH, THIS WILL BE FUNDED THROUGH THE MDD, UH, FROM SALES TAX AND NOT THROUGH THE CITY COUNCIL'S GENERAL FUND FROM PROPERTY TAX.
ANY QUESTIONS OR COMMENTS ON ITEM ONE A? UM, I THINK MOST OF Y'ALL WERE HERE WHEN, WHEN THIS WAS DONE.
IT'S MY UNDERSTANDING THIS WAS ISSUED AND IT'S THE, THE ISSUANCE WAS VALID FOR 12 MONTHS OR 12 MONTH PERIOD.
OBVIOUSLY BECAUSE OF COVID, WE EXCEEDED THAT.
AND SO THIS IS, THIS IS, UH, YEAH, THIS IS A RE REISSUANCE OF A, A REAFFIRMATION.
BASICALLY, I JUST WANNA MAKE SURE IT'S CLEAR.
SO, AND, UH, IT IS GOOD TO HEAR THAT THE, I GUESS TWO THINGS.
ONE, THAT THE, THE VALUE, THE, THE NUMBER VALUE HAS STAYED THE SAME AND THAT, UM, THIS IS FUNDED THROUGH SALES TAX, UH, OR MDD, WHICH IS OBVIOUSLY WHEN PEOPLE EITHER SPEND MONEY OR, OR, UH, SOME, SOME OF THOSE, I GUESS ON AVERAGE 40% OF FOLKS WOULD BE FROM OUTSIDE OUR COMMUNITY.
THAT WOULD, UM, YOU COULD ASSUME THAT 40% OF THE SALES TAX COLLECTED IS FROM PEOPLE WHO, WHO ARE NOT A RESIDENT OF BAYTOWN.
SO, UM, THAT'S ALSO GOOD NEWS.
