UM, NOW AS THE PRESIDENT OF THE UTAH MUNICIPAL POLICE ASSOCIATION, I WOULD LIKE TO OFFER A SMALL TOKEN OF APPRECIATION TO OUR CHIEF, SORRY FOR THE FINGERPRINTS FILE . HE WAS, HE WAS GOOD, MAN, IT'S QUICK. I'M TELLING YOU NOW, MOST POLICE CHIEFS AND ASSOCIATION PRESIDENTS TEND TO HAVE AN ADVERSARIAL RELATIONSHIP, AND I'M PROUD TO SAY THAT WAS NOT THE CASE HERE. YOU KNOW, CHIEF DOHERTY HAS ALWAYS HAD AN OPEN DOOR POLICY TO THE ASSOCIATION, BUT MORE IMPORTANTLY, HE'S ALWAYS HAD AN OPEN MIND ABOUT OUR CONCERNS. UM, NOW WE DIDN'T ALWAYS AGREE, BUT HE ALWAYS ALLOWED US TO VOICE THOSE CONCERNS. UM, NOW THROUGH OUR MANY CONVERSATIONS OVER THE YEARS, I'VE LEARNED ONE THING THAT CHIEF DOHERTY TRULY CARED ABOUT HIS EMPLOYEES ON A PERSONAL LEVEL. MM-HMM . UM, YOU KNOW, DURING HIS TENOR, HE'S HAD TO MAKE HARD DECISIONS. AND WHILE WE MIGHT NOT AGREE WITH HIM, I DO BELIEVE HE MADE THOSE DECISIONS WITH THE DEPARTMENT AND THE EMPLOYEE'S BEST INTEREST AT HEART. UM, TO SAY CHIEF DOUGHERTY WILL BE MISSED IS AN UNDERSTATEMENT. UM, AND I'D LIKE TO BASICALLY TELL YOU A SHORT STORY THAT WOULD ILLUSTRATE THE KIND OF PERSON. CHIEF DOHERTY IS. YOU MAY NOT EVEN REMEMBER THIS, BUT I REMEMBER, I KNOW YOU DO. UM, EARLY IN MY CAREER AS A YOUNG OFFICER, I WAS INVOLVED IN AN ARREST WHERE I BROKE MY HAND, ENDED UP IN A CAST AND PLACED ON LIGHT DUTY. UM, ONE OF THE EFFECTS OF BEING PLACED ON LIGHT DUTY IS YOU CAN'T TAKE ANY POLICE ACTION AND YOU CAN'T DRIVE A POLICE VEHICLE TO AND FROM WORK ANYMORE. UM, THIS WAS KIND OF INCONVENIENT [00:05:01] FOR ME AT THE TIME. UH, SO I DID WHAT MOST INDUSTRIOUS PEOPLE DO. UH, I SAT DOWN AND STARTED RESEARCHING EVERY POLICY AND MEMO I COULD FIND, GOING BACK TO 1985 TO FIGURE OUT HOW I WAS GONNA BEAT THIS. UM, SPENT SEVERAL DAYS, COULDN'T FIND ANYTHING WRITTEN, SO I FINALLY WENT TO THE CHIEF, AND AS THE CHIEF, YOU KNOW, I'VE LOOKED, I LOOKED, I CAN'T FIND IT. AND THAT'S WHEN HE TOLD ME HE WON'T FIND IT BECAUSE IT'S AN UNWRITTEN RULE. HE THEN EXPLAINED TO ME THE REASON HE'S BEHIND IT, WHICH MADE ABSOLUTE SENSE, BUT IT JUST DIDN'T HELP ME AT THE TIME. HE THEN LOOKED UP AT ME, HE SAYS, I GUESS YOU'RE DOING ALL THIS RESEARCH IS BECAUSE YOU NEED AN ACTUAL VEHICLE. I SAID, WELL, YES, SIR. HE SAYS, ALL RIGHT, WELL FOLLOW ME. SO HE GETS UP, HE LOADS ME IN HIS CAR AND HE DRIVES ME TO HIS HOUSE. WE GET TO HIS HOUSE, HE HANDS ME THE KEYS TO HIS INFINITY AND SAYS, LOOK, USE IT AS LONG AS YOU WANT IT, JUST BRING IT BACK WITH A LITTLE BIT OF GAS. SO THAT'S THE PERSON, CHIEF DOHERTY IS. SO, SIR, CONGRATULATIONS ON YOUR RETIREMENT AND THANK YOU FOR EVERYTHING YOU'VE DONE. DONE. THANK YOU, SIR. YES, SIR. THANK YOU. AND SO, YOU KNOW, WE HAVE A PLAQUE FOR YOU, BUT, YOU KNOW, IT'S, IT DOESN'T, IT DOESN'T REFLECT THE, THE TRUE GRATITUDE THAT THE CITIZENS OF BAYTOWN AND CERTAINLY COUNCIL AND ADMINISTRATION HAVE FOR YOU. SO WE WISH YOU THE BEST IN RETIREMENT. UH, YOU KNOW, I, I WAS HOPING THIS DAY WOULDN'T COME, BUT I'M GLAD THAT IT CAME FOR YOU. UH, I WAS GONNA DO 30 YEARS TOTAL, UH, BUT THEN THE OPPORTUNITIES WERE PRESENTING THEMSELVES AND, UH, THINGS HAPPENED FOR A REASON. UH, I'D ALSO LIKE TO THANK LLOYD FOR USING HIS TECHNO SKILLS TO, UH, YOU MAY NOT HAVE KNOWN THIS, BUT HE ACTUALLY COMMANDEERED TO SATELLITE FOR TEMPORARY, SO WE CAN GROW UP BROADCAST ACROSS THE COUNTRY. LIEUTENANT MEDINA IS AN EMT AND HOLDS THE FOLLOWING CERTIFICATIONS, HAZARDOUS MATERIALS TECHNICIAN, FIRE OFFICER ONE, ARSON INVESTIGATOR PLANS EXAMINER, ADVANCED FIRE INSPECTOR CODED FORCER, CONFINED SPACE RESCUE, ROPE RESCUE, AND MASTER FIREFIGHTER. THE FIRST ONE, AS YOU'LL SEE IS, IS A PORTION OF THE DRAINAGE WORK THAT WE NEED TO DO IN THE WEST BAYTOWN AREA. UM, THIS WOULD BE THE, THE MAJOR TRUNK LINE, UM, THAT YOU SEE ON THE SCREEN THERE. THE STUDY AREA IS APPROXIMATELY THREE MILES OF BAYWAY DRIVE FROM DECKER SPUR THREE 30 ON THE NORTH TO BAY V DRIVE ON THE SOUTH, AND IN TOTAL ENCOMPASSES APPROXIMATELY 480 ACRES IN THE STUDY AREA SHOWN IN YELLOW ON THE MAP. WE DID START THIS PROJECT BACK IN MARCH, 2020. AS, UH, GARY ALLUDED TO EARLIER, WE PUT SEVERAL THINGS ON HOLD IN THAT KIND OF CRAZY FEW EARLY MONTHS OF OF COVID. WE WERE ABLE TO KIND OF REGROUP AND RELAUNCH THE PROJECT IN THE LATE SUMMER TIMEFRAME AND JUST SORT OF HIT THE GROUND RUNNING AND HAVE, UM, BEEN AT IT EVER SINCE. THERE WERE FOUR PHASES TO THIS PROJECT. THE EXISTING CORRIDOR PHASE EXAMINED THE EXISTING CONDITIONS ALONG THE CORRIDOR [00:55:01] WHILE THE FUTURE CORRIDOR BEGAN TO IDENTIFY STRATEGIES IN THOSE THREE FOCUS AREAS. DURING THE IMPLEMENTATION PHASE, WE WORKED TO PRIORITIZE THE MANY RECOMMENDATIONS AND THE PLAN AND HELP TO IDENTIFY WHAT SOME OF THE IMPORTANT NEAR TERM STRATEGIES PARTNERS AND FUNDING SOURCES MAY BE IN THE PLAN FINALIZATION STAGE. THIS IS A WEB-BASED PLAN, SO HOPEFULLY YOU ALL GOT A CHANCE TO LOOK AT THE INTERACTIVE WEBSITE THAT IS HOSTING THE PLAN. WE ARE THANKFUL TO THE COMMITTEE MEMBERS WHO, AS, UH, COUNCIL MEMBER JOHNSON SAID, SPENT THEIR EVENINGS WITH US, UH, VIA ZOOM AND IN PERSON. AND WE ALSO WERE ABLE TO HOLD AN OPEN HOUSE EVENT AT, UM, AT THE BAY BAYTOWN JUNIOR SCHOOL IN NOVEMBER. IN THE TRANSPORTATION OBSERVATIONS, WE HAVE EVERYTHING FROM THE CURRENT TRAFFIC VOLUMES AND TRUCK VOLUMES, DRIVEWAY DENSITIES, CRASH LOCATIONS, UM, AS WELL AS THE CURRENT RIGHT OF WAY CONFIGURATIONS. WE ALSO HAVE A, A DEMOGRAPHIC AND ECONOMIC ANALYSIS OF THE CURRENT MARKET CONDITIONS WITHIN THE CORRIDOR STUDY AREA. WE DO HAVE A MARKET ASSESSMENT THAT ANALYZES THE DEVELOPMENT POTENTIAL WITHIN THE STUDY AREA, AS WELL AS SOME SPECIFIC ZONING RECOMMENDATIONS FOR, UH, CONSIDERATION IN THE FUTURE, AS WELL AS IDENTIFICATION OF THREE POTENTIAL CATALYST SITES. SO CONGRATULATIONS TO THEM. AND JUST WANNA POINT OUT THAT THE SEEMINGLY LITTLE THINGS ACTUALLY MATTER QUITE A BIT. AROUND SEVEN 30 THIS MORNING, A TRUCK HAD STALLED AT THE INTERSECTION OF 1 46 AND GARTH, UH, OUR, UH, PARKS AND RECREATION CREW WAS PASSING BY AND THEY COULD HAVE JUST KEPT PASSING BY, BUT THEY DIDN'T.
