SO THIS'LL TAKE IT ROUGHLY FROM THE EMS BUILDING THROUGH TO THE END OF THE, THERE'S A KIND OF A DITCH THAT GOES OFF AT AN ANGLE, UH, FOLLOWING. UH, WHO WAS THAT? UM, EIGHT PROGRAM. OKAY. SO THEY HAD PROBLEMS DELIVERING ON TIME. YEAH, WE HAVE. AND QUALITY. SO WE HAD TO REWORK A LOT OF THEIR WORK. SO WE WENT OUT FOR RFQ 'CAUSE OF THAT. ALRIGHT. ALRIGHT. SO THERE'S SIX FIRMS THAT SUBMITTED AND OUR RECOMMENDATION IS COROLLO. SO BASICALLY FROM THEIR, FROM THE PERSPECTIVE OF THE QUALIFICATIONS OF THEIR TEAM, YOU KNOW, THEIR SPECIALTY IS WATER, WATER IN TERMS OF DRINKING WATER WASTEWATER. AND THEN IN THIS CASE IT'S STORM WATER. SO THEY BROUGHT FORTH A TEAM WHERE THEY HAD DONE A LOT OF FLOOD MITIGATION PROJECTS, A LOT OF DRAINAGE PROJECTS. SO IN TERMS OF WHAT THEY HAVE BEEN DOING IN THE HOUSTON AREA, SO THEY'RE A NATIONAL FIRM, BUT THEY HAVE A BIG HOUSTON PRESENCE. THEY'VE DONE A LOT OF STUDY WORK AND THERE WAS A LOT OF THINGS THAT INTERESTED US ABOUT THEIR CAPABILITIES IN TERMS OF MODELING AND DESIGN. EVEN THOUGH THIS IS A VERY FINITE PROJECT, I'D LIKE TO SEE WHAT THEY CAN BRING IN TERMS OF THEIR, UM, EXPERTISE AND MODELING AND, AND DRAINAGE HYDRAULICS. THIS COULD BE SOMETHING VERY, UH, GOOD FOR US BECAUSE WE REALLY WANNA SOLVE THAT PROBLEM AND NOT HAVE IT REOCCUR. I DON'T RECOGNIZE THE NAME. ARE THEY NEW TO BAYTOWN OR HAVE THEY DONE WORK WITH PEOPLE BEFORE? THEY'RE HELPING US ON OUR, UH, BALLOT USE PLAN. UH, SO WE'VE HAD ISSUES WITH THE, THE ENGINEER RECORD AND WE HIRED THEM TO SUPPLEMENT SOME OF THE, UM, EVALUATION WORK. AND THEY'VE DONE A REALLY GOOD JOB. THEY, THEY'RE HELPING US GET TO THE END AND, UH, THEY'RE VERY RESPONSIVE, VERY, UM, INNOVATIVE. SO WE'VE BEEN VERY HAPPY WITH THEIR WORK. THEY'VE DONE SOME SMALL PROJECTS FOR US AND, YOU KNOW, THIS IS NOT A HUGE PROJECT, BUT, UM, THEY REALLY HELPED US FIX SOME PROBLEMS BEFORE. AND, YOU KNOW, THIS IS ONE WHERE WE HAVE A PROBLEM WITH THE, THE EXISTING ENGINEERS. SO WE WANTED ONE THAT WE CAN TRUST AND, YOU KNOW, AND, AND THAT'S GOLO. OKAY. THANK YOU. THEY, THEY'RE ACTUALLY THE ENGINEERS WHO ARE WORKING ON, UH, THE PROGRAM MANAGER FOR THE NORTH HOUSTON'S NORTHEAST PLANT YEAH. WATER PLANT. YEAH. IT'S LIKE THE BILLION DOLLAR. YEAH, I, I I REMEMBER THE NAME. YEAH. THEY ARE VERY HIGHLY QUALIFIED AND, AND VERY GOOD FIRM, SO, OKAY. WE KIND OF, I, I KNEW THEM FROM WHEN I WAS IN HOUSTON AND I TRIED TO KIND OF RECRUIT THEM TO DO WORK IN BAYTOWN 'CAUSE THEY ARE A GOOD FIRM. OKAY. SOUNDS GOOD. YEP. ALRIGHT. ALRIGHT. THIS IS OUR BAKER ROAD LIFT STATION. SO THE REASON WHY WE HAVE THIS AS A PROJECT IS BECAUSE IT'S AT ITS MAXIMUM CAPACITY AND WE'VE GOTTA MAKE IT BASICALLY REHABILITATE IT AND MAKE IT A LARGER LIFT STATION. SO AS PART OF THE SSOI PROGRAM, SO WE'RE REQUIRED TO DO THIS PROJECT, UH, WITH OUR AGREEMENT WITH UH, T-C-T-C-Q. YEAH. ALRIGHT. NEXT SLIDE HERE. WE HAD 10 FIRMS, QUITE A FEW. UM, THIS IS A GOOD CROSS SECTION OF HOUSTON, I WOULD SAY. UH, WE HAVE SOME NEW FIRMS THAT HAVE SUBMITTED TO THE CITY, SO THAT'S GOOD TO SEE SOME, UH, NEW FIRMS. AND THE NEXT SLIDE. THANK YOU. SO OUR RECOMMENDATION IS STANTEC, UH, CONSULTING SERVICES. AGAIN, THIS IS A [00:05:01] NATIONAL FIRM. THEY WERE FORMALLY MWH, THEY WERE PURCHASED AND, UM, A COUPLE YEARS AGO. AND THEY'VE GOT SOME VERY GOOD QUALIFICATIONS AS WELL, UM, ESPECIALLY IN WASTEWATER. AND THEY HAVE PUT FORTH A VERY INTERESTING SOQ. THEY DID A LOT OF SPECIFIC STUDY ON THIS LIFT STATION AND THEY KIND OF CAME OUT HEAD AND SHOULDERS ABOVE SOME OF THE OTHER FIRM'S. SUBMITTALS. YOU WANT TO ADD ANYTHING FROM? UH, JUST LIKE I SAY, IT WAS, SEEMED TO BE A MORE INNOVATIVE SOLUTION. UH, YOU KNOW, THEY PUT THOUGHT INTO THE SOLUTION. UH, ALSO I DIDN'T, I DON'T, I'M NOT FAMILIAR WITH ENTEC, BUT I WAS FAMILIAR WITH MWH FROM CITY OF HOUSTON. THEY AGAIN WORKED, UH, AS A PROGRAM MANAGER IN THE WASTEWATER. SO, OKAY. SO WHEN IN MY FOREIGN POSITION IN FAIRLAND, UM, THEY HAD DONE SOME MAJOR WASTEWATER WORK AFTER HARVEY HIT. THEY WERE ON THE FRONT END OF DISASTER ASSESSMENT FOR LIFT STATIONS AND WASTEWATER TREATMENT PLANTS. THEY WERE VERY RESPONSIVE DURING THAT TIME. AND THE SAME STAFF THAT WAS RESPONSIVE AT THAT TIME HAS BEEN PROPOSED. MANY OF THEM PROPOSED HERE. SO THAT'S A NICE THING TO SEE THAT THEY'RE STILL IN THE HOUSTON AREA EVEN UP TO THREE, FOUR YEARS LATER. ALRIGHT, THIS ONE IS THE SAN JATO BOULEVARD DISTRICT AND IT IS A, UH, IT'S A, A PLANNING STUDY. SO THE, THE OBJECTIVE IS TO PRODUCE A OVERALL MASTER LAND USE PLAN AND, UH, A OVERALL DRAINAGE PLAN FOR THE DISTRICT. AND IT'S GENERALLY THE AREA SOUTH OF I 10, UM, WEST OF SAN JACINTO MALL, NORTH OF CEDAR BY LYNCHBURG AND EAST OF JOHN MARTON. SO THIS IS WHAT WE'VE BEEN TALKING ABOUT. THIS IS WHAT WE'VE BEEN TALKING ABOUT THERE, LEO AND ALL THAT. THIS IS THE MASTER PLAN? YES. OKAY. AND THIS, THIS PROBABLY DIDN'T MEET THE THRESHOLD OF WHAT WE WOULD'VE NORMALLY BROUGHT YOU, BUT WE JUST WANTED TO MAKE YOU AWARE OF, OF WHO, WHO WE'RE PICKING TO DO THE WORK AND KIND OF JUST MAKE SURE YOU KNOW, THAT THIS IS MOVING FORWARD. SO DID THEY FINALLY GET RID OF THEIR PROPERTY? DID THEY FINALLY, NO. OKAY. NO, BUT THEY, THEY UNDERSTAND THAT WE ARE DOING THIS AND THEY UNDERSTAND THAT THEY'RE GONNA HAVE A CHALLENGE GETTING RID OF THEIR PROPERTY UNTIL WE GO THROUGH THIS PROCESS. UM, FOR THEM, THERE'S SOME OTHER LANDOWNERS INVOLVED AS WELL. SO THEY'LL, THEY WILL BE WORKING WITH ALL THE LANDOWNERS IN THIS PROCESS. OKAY. OKAY. NEXT SLIDE. SO WE, UH, ON THIS ONE WE ONLY HAD THREE RESPONSES. UH, TWO OF THE RESPONSES WERE VERY GOOD AND IT WAS VERY CLOSE CALL. SO, UH, I WOULD, I WOULD SUSPECT KIMBERLY HORN WAS, HORN HAS, YOU KNOW, THAT A LOT OF DEPTH OF EXPERIENCE AND KNOWLEDGE OF THE AREA. UM, AND THEY DO, THEY ALWAYS DO GOOD WORK. SO, UH, THEY WERE STRONGLY CONSIDERED, THEY PUT, PUT FORTH A GOOD PROPOSAL. UH, THE OTHER ONE WAS EHRA. UH, WE HAVE NOT WORKED WITH THEM, UH, IN BAYTOWN PREVIOUSLY, ALTHOUGH I THINK BRETT HAS SOME EXPERIENCE WITH THE FIRM. UM, THEY PUT TOGETHER A VERY GOOD PROPOSAL AND, AND ALTHOUGH THEY DIDN'T HAVE THE DEPTH OF KNOWLEDGE, YOU KNOW, OF THE HISTORY, THEY DID DO A LOT OF RESEARCH AND, AND THEY SHOWED A LOT OF, UM, UH, RELEVANT PAST EXPERIENCE. AND, AND I'VE GOT SOME, I JUST PRINTED A, A COUPLE PAGES FROM THERE. UH, A BROCHURE. YOU CAN GO TO THE NEXT SLIDE. SO WE'RE RECOMMENDING EHRA, THEY SHOWED, UH, US KIND OF THE INNOVATIVE SIDE AND TRYING TO PRODUCE OUR, OUR DO, UM, STRONG DRAINAGE MITIGATION WITH LOW IMPACT DEVELOPMENT. AND THAT'S REALLY WHAT THEY STRESSED. UH, THAT'S SOMETHING THAT WE WOULD LIKE TO SEE FOR THE DISTRICT. SO, UH, BECAUSE THEY REALLY FOCUSED ON THAT. I THINK THAT PUT THEM A LITTLE BIT AHEAD OF, UH, KIMLEY HORN. YOU DON'T THINK THERE WOULD'VE BEEN ANY COST SAVINGS POSSIBLY SINCE KIMLEY HORN HAD ALL THE ELEVATIONS AND DID ALL THE ROAD WORK AND ANYTHING LIKE THAT? NO. YOU DON'T REALLY SEE ANY COST ADVANTAGES. OKAY. I DON'T THINK SO. OKAY. OKAY. WHATEVER WE HAVE, WE'LL SHARE. SO, OKAY. I THINK THE OTHER THING ABOUT THIS IS THAT OUT OF THE THREE PROPOSALS THAT CAME IN, EHR RAY REALLY HAD THAT FORWARD LOOKING VISION. AND AS WE'VE ALL DISCUSSED WITH THE SAN JASTA BOULEVARD DISTRICT, WHAT WE WANT TO DO UP THERE HAS TO BE ICONIC FOR US. UM, AND THESE GUYS REALLY GOT THAT AND YEAH. AND HAVE APPRECIATED, YOU KNOW, WHEN WE TALKED INITIALLY ABOUT WHAT WE WERE HOPING TO FIND AND THEY ADOPTED THAT IN SOME OF THE LAND PLANS THAT THEY, UH, HAVE PRESENTED TO US AND WORK THAT THEY'VE DONE. SO THEY SEEM TO BE THE MOST PROGRESSIVE. YEAH. OKAY. ALRIGHT. IT SEEMED LIKE AN INNOVATIVE APPROACH. OKAY. OKAY. YEP. ALRIGHT. THIS IS OUR FINAL ITEM TO CONSIDER. IT'S A LITTLE BIT DIFFERENT THAN THE OTHERS THAT WE HAVE PRESENTED TODAY. UM, WE HAVE [00:10:01] HAD A YEAR UNDER OUR BELT WITH, UH, MOVING FORWARD WITH THE DESIGN OF THE PUBLIC SAFETY BUILDING. AND ONE YEAR, JUST A YEAR, ONE YEAR ABOUT ALMOST EXACT TO THE DAY, MAYBE, MAYBE EVEN A DAY OR TWO SHY. 'CAUSE I THINK IT WAS THE 30TH OF OCTOBER, UM, THAT WE HAD THAT SIGNATURE. YES. OKAY. SO WE'VE HAD SOME CHALLENGES ALONG THE WAY AND, UH, WE HAVE BEEN A LITTLE BIT DISAPPOINTED WITH THE FIRM. UM, THEY HAD SOME KEY CHANGES THAT HAVE OCCURRED. THE KEY KEY. OKAY. SOME OF THEIR PERSONNEL HAVE CHANGED, MAJOR PERSONNEL CHANGES. I UNDERSTAND, SORRY. I KNOW IT'S HARD TO UNDERSTAND AND SEE WHAT THAT, AND IT'S HARD FOR ME TO SPEAK TO SOMETIMES. UM, SO IF YOU EXCUSE ME, MAYBE I'LL JUST TRY TO SPEAK FOR A FEW MINUTES LIKE THIS. SO, UM, WE HAVE KIND OF BEEN WORKING THROUGH WITH FIRE AND PD AS MUCH AS WE CAN TO MOVE THIS FORWARD. AND WITH THE KEY STAFF CHANGES SOME OF THAT INTELLIGENCE AND SOME OF THAT EXPLANATION AND SOME OF HOW WE HAVE BEEN WORKING THROUGH AND WANTING TO GET FLOOR PLANS AND DIFFERENT BUILDINGS. THERE'S MORE THAN ONE BUILDING INVOLVED. THERE'S THE POLICE AND FIRE GARAGE, THERE'S SOME STORAGE BUILDINGS. AND SO THIS EFFORT HAS BEEN JUST YEOMAN'S WORK AND IT'S FALTERED AND WE DON'T WANT TO CONTINUE TO LET IT FALTER. IF I COULD YES, YES, PLEASE. JUST BACK UP A LITTLE BIT. SO A DG WAS SELECTED, UM, AS THE DESIGN FIRM AND THEY ARE BASICALLY A FLORIDA BASED, UH, ARCHITECTURAL FIRM. HOWEVER, THEY WERE SELECTED BECAUSE THEY HAD A, THEY STARTED A TEXAS OFFICE WITH TWO KEY PERSONNEL AND THAT WAS, UH, MELISSA AND TOM. AND, AND THEY WERE, MELISSA AND TOM ARE THE ONES WHO WERE DRIVING THIS WHOLE PROJECT, UH, FROM THE BEGINNING. UM, AND SO, UH, I THINK TOM LEFT FIRST. HE WAS MORE OF THE, THE CONSTRUCTION MANAGER TYPE, UH, PROJECT MANAGER AT, HE LEFT IN MARCH AND THEN, UH, IN JUNE OR JULY, MELISSA LEFT THE FIRM. SO ALL OF OUR TEXAS PRESENCE LEFT A DG. AND SO WE WERE LEFT WITH REALLY, YOU KNOW, JUST A FLORIDA BASED FIRM. AND THEY TRIED TO GIVE US A NEW TEXAS PROJECT MANAGER, BUT HE WASN'T WORKING AND THINGS WEREN'T GETTING DONE. SO THAT WAS REALLY, WHEN WE STEPPED BACK, WE'RE AT THE 30% DESIGN SUBMITTAL. SO AFTER ONE YEAR, WE'RE AT 30%. RIGHT. AND SO IT, YOU KNOW, I DON'T KNOW IF IT WAS COVID, BUT HOW DID THAT, UH, TER FROM MARCH TO OCTOBER, HOW DID THAT LINE UP WITH THE CONTRACTUAL OBLIGATIONS ON PERCENTAGES, SUBMITTALS AT CERTAIN TIMES IT MISSED THE SCHEDULED DATES. OH, SUBSTANTIALLY. SO WE CAN BE UNDERSTANDING WHERE THERE IS, YOU KNOW, SOME STAFF CHANGES AS LONG AS WE STAY REASONABLY ON SCHEDULE. UM, BUT IT WAS QUITE SOMETHING TO SEE TWO MAJOR STAFF CHANGES. AND ONE OF THE THINGS THAT WE WANTED TO DO WITH THIS PROJECT WAS, UH, MOVE FORWARD IN OUR ALTERNATIVE DELIVERY WITH CONSTRUCTION MANAGER AT RISK, ONE OF THOSE INDIVIDUALS. THAT'S KIND OF THEIR FORTE. AND SO TRYING TO REPLACE THE SKILLSET OR THESE QUALIFICATIONS BECAME SOMETHING OF A CHALLENGE, UM, TO BE ABLE TO CONTINUE TO MOVE FORWARD WITH PROGRESSING THE DESIGN AND THEN HAVING THAT, BECAUSE FLORIDA LAW IS DIFFERENT THAN TEXAS LAW. SO WE WANNA MAKE SURE THAT WE CAN FOLLOW THAT, UH, PROCESS AND MAKE SURE THAT WE CAN, BECAUSE THAT'S WHERE WE HAVE EARLY PACKAGES, THAT WE CAN START MULTIPLE PROJECTS IN CONSTRUCTION AT THE SAME TIME SO THAT WE CAN GET TO CONSTRUCTION SOONER. SO WE REALLY SAW A LOSS OF CAPABILITY ONCE THOSE TWO PROJECT MANAGERS LEFT. AND, AND SO ONCE WE REACHED THE 30%, THAT WAS KIND OF OUR DECISION POINT. IT'S LIKE, IF WE'RE GONNA MAKE A CHANGE, YOU KNOW, WE NEED TO DO IT AT THIS POINT. 'CAUSE IF YOU GO FARTHER DOWN THE ROAD, THEN YOU GET FARTHER INTO DESIGN AND IT'S HARDER FOR A NEW FIRM TO PICK UP. RIGHT. ONE LEFT OFF, NO RETURN. HOW MUCH ARE WE EXPENDED TO ACHIEVE? 30%. WE'RE WITHIN THE 30%, UM, BUDGET. SO WE PROBABLY AT THIS TIME WILL BE, YOU KNOW, AS WE BUTTON UP THE WORK WITH, UM, THE FORMER FIRM, WE WILL, YOU KNOW, PAY ANYTHING THAT HAS, YOU KNOW, TO BRING US TO THAT 30% POINT. YEAH. SO WE, WE'LL PAY THEM FOR $30 AMOUNT UNDER, UNDER 600,000. 600. YEAH. JUST UNDERNEATH. SO THE GOOD THING THOUGH IS THAT THOSE TWO PROJECT MANAGERS WHO LEFT, THEY HAD, UH, THEIR OWN BUSINESSES FOR QUITE SOME TIME, BUT NOW THEY'VE MERGED INTO ONE COMPANY AND THAT'S THIS COMPANY RIGHT HERE, BVG FOUR. LET ME ASK YOU THIS THOUGH. SO WE, WE, WE DID SELECT THE ORIGINAL FIRM UNDER THIS NEW PROCESS HERE. SO YES. [00:15:01] SO THAT WAS A, ESSENTIALLY A STAFF RECOMMENDATION, RIGHT? I MEAN, I'M JUST KIND OF CURIOUS WHY WE DID PICK THIS SMALL FIRM OUT OF FLORIDA JUST STARTING UP AT, AT, AT TEXAS. THEY WEREN'T A SMALL FIRM. I MEAN, AS OPPOSED TO THE MORE, YOU KNOW, ALL THESE NAMES THAT WE ALWAYS HEAR, YOU KNOW WHAT I MEAN? THE MORE ESTABLISHED THAT, THAT ARE HERE IN THE HOUSTON AREA AND TEXAS AND I, I THINK THEY WERE SELECTED WHEN IT WAS HISTORY ON WAS THE OLD STRUCTURE OF THE, OF THE COMMITTEE. OKAY. IT WAS, THERE WAS A SELECTION A LONG TIME AGO FOR A, A MA LIKE A MASTER. THEY DID THE ORIGINAL, THEY DID THE ORIGINAL MASTER PLAN OR THEY DID THE, THE SECOND THEY DID THE FOLLOW. OH, THEY DID THE MASTER PLAN? NO, NO, NO. THEY DID THE FOLLOW ON TO THE MASTER PLAN.
